Politikwiss. Diss. Leipzig. - Der Autor untersucht anhand der Vergabe von westlichen Hilfeleistungen an Osteuropa, welche Faktoren den Erfolg bzw. Misserfolg einer Kooperation zwischen bi- und multilateralen Hilfsorganisationen bestimmen. Er analysiert zu diesem Zweck die Hilfevergabe auf mehreren verschiedenen Sektoren. Sein Erkenntnisinteresse ist aber in erster Linie ein theoretisches: Er zeigt, dass die Zusammenarbeit von Hilfsorganisationen nicht normgeleitet, wie es die idealistische Schule erwarten würde, sondern von Interessen bestimmt ist.
