Der Band wird vom Max-Planck Institut für ausländisches öffentliches Recht und Völkerrecht herausgegeben. Er dokumentiert eine von der Deutschen Stiftung Friedensforschung kofinanzierte Konferenz aus dem Jahr 2003. Ihr Ziel war es, die nach dem 11. September 2001 eingetretenen Veränderungen in der Bekämpfung des internationalen Terrorismus zu dokumentieren und auftretende Probleme umfassend zu diskutieren. In den Beiträgen werden die gesetzgeberischen Maßnahmen einzelner, vor allem westlicher Länder untersucht. Dabei werden auch die rechtlichen Probleme und juristischen Widersprüche thematisiert.
