Dieser Band, der eine neue Reihe eröffnet, dokumentiert die Beiträge des gleichnamigen Jahreskolloquiums des „Transatlantic Policy Consortiums“ (TPC). Es fand im Juni 2003 in Speyer statt. Veranstalter waren die Hochschule für Verwaltungswissenschaften sowie die Atlantische Akademie in Kaiserslautern. Zusätzlich wurden einige Beiträge eines Kolloquiums in Pittsburgh aus dem Jahr 2001 aufgenommen. Diese Veranstaltungen boten eine Plattform zum wissenschaftlichen Meinungsaustausch, der sich in folgende drei Themenblöcke gliederte: „The Role of the State with Social and Economic Actors“, „Policy Development and Regulatory Challenges to the State“, „The Changing Nature of Democratic Institutions and Participation”. Die Themenpalette umfasste Probleme der Globalisierung, Fragen des Welthandels, des internationalen Klimaschutzes, das schwedische Zeitungswesen, die Korruption in Deutschland, Demokratiedefizite auf beiden Seiten des Atlantiks oder die Rolle der Parlamente in der zukünftigen EU. Ernst Ulrich von Weizsäcker ging in seinem Vortrag auf die aktuellen Probleme im transatlantischen Verhältnis ein.
