In Jugoslawien habe die Transformation mit dem Ziel, eine Demokratie zu etablieren, im Vergleich zu Osteuropa mit zehn Jahren Verspätung begonnen, schreiben die Herausgeber. In dieser Zeit habe nicht nur die Transformation nicht stattgefunden, diese Jahre seien vor allem durch ethnische Konflikte und Krieg geprägt gewesen. Die Originalausgabe dieses umfangreichen Sammelbandes, in dem das politische System Jugoslawiens vor allem der Neunzigerjahre analysiert wird, ist 1998 in Belgrad erschienen. Die Analysen seien aber für die fortdauernde erste Phase der Transformation weiterhin zutreffend, so die Herausgeber.
