Der Band resultiert aus einer im Januar 1996 in Berlin abgehaltenen gleichnamigen Konferenz, auf der sich Verwaltungsexperten und Angehörige des öffentlichen Sektors über wesentliche Aspekte der Verwaltungsreform in ost- und zentraleuropäischen Ländern austauschten. Die Konferenz wurde von der Deutschen Stiftung für internationale Entwicklung (DSE), des Entwicklungsprogramms der Vereinten Nationen (UNDP) und des United Nations Department for Development Support and Management Services (UNDDSMS) organisiert.
