Der Band geht auf den so genannten Bonn-Berlin-Prozess zurück, eine Abfolge von Treffen, auf denen Experten Verbesserungen bei der Verhängung bzw. Durchführung von "smart sanctions" diskutierten. Der Prozess hatte seinen Ursprung in Diskussionen zwischen dem UN-Sekretariat, der Ständigen Vertretung der Bundesrepublik Deutschland bei den Vereinten Nationen und der UN-Abteilung des Auswärtigen Amts.
