Das Buch setzt das auf insgesamt sechs Bände angelegte Handbuch im Stile seiner Vorgänger fort (Band I, siehe ZPol 4/99: 1.639). Auch hier betonen die Herausgeber die enorme Heterogenität in Methode und Anspruch der einzelnen Beiträge, die mit Ausnahme ihrer eigenen alle bereits zuvor veröffentlicht worden sind und hier lediglich in gebündelter Form zugänglich gemacht werden sollen. Diesen wie schon die anderen Bände motiviert das Bewusstsein einer bisher äußerst knapp bemessenen wissenschaftlichen Literatur zum Thema - nicht zuletzt, so die Herausgeber, weil infolge der rasanten Veränderung des Untersuchungsgegenstands viele der theoretischen Spitzenkräfte ihre Energien zunächst direkt auf die Praxis und nicht auf eine theoretische Fixierung zu verwenden suchen, die im Moment des Erscheinens praktisch schon Gefahr laufe, überholt zu sein.
