Das Zentrum für OSZE-Forschung am Institut für Friedensforschung und Sicherheitspolitik an der Universität Hamburg startete im Frühling 2001 das Projekt „Creating a Peace-Building Dialogue with Moderate Islamists in Tajikistan and Central Asia“. Als Partner stieß später das Eidgenössische Departement für auswärtige Angelegenheiten dazu, da die Schweiz vielfältige Beziehungen zu dem asiatischen Land unterhält. Mit tadschikischen Gesprächspartnern wurde ein Dialog begonnen über das Verhältnis von Islam und Staat, insbesondere über die Frage, ob und inwieweit beide zu trennen sind. Im Hintergrund des Dialoges steht die Absicht, fundamentalistische Strömungen aufzuspüren und einem möglichen religiös motivierten Terrorismus präventiv entgegenzuwirken. Zu den tadschikischen Autoren des Bandes gehören unter anderem der Präsident des Verfassungsgerichts, der Justizminister und islamische Politiker. Sie analysieren die Konstituierung der tadschikischen Nation sowohl von religiösen Motiven ausgehend als auch von einem säkularen Ansatz her.
